2. Who We Are

In these terms the words we, us and our refer to the company, and the words you and your refer to any person or business that uses our website or our services.
Our trading work is the sourcing, inspection, packing and delivery of festival paper goods. We are not a manufacturer of every item we sell, and we are not a carrier. We bring the workshop rows, the paste table and the delivery crate together so that a retailer can order a season in one place.
3. Our Services
We provide six services: Lantern Lines, Banner and Streamer Runs, Festival Season Packs, Quality Inspection, Wholesale Delivery and Retail Account Care. These services are described on our services page, and the description there forms part of these terms. We may refine a service as the workshop rows and the seasons change, and we will describe any material change to an affected retailer before it applies to that retailer next order.
A service is provided from our stall rooms in Xian. Where a service depends on a workshop row, a craft that dries in the air or a road that runs late, we will tell you honestly what can be done and when. We do not promise a delivery date that the goods cannot meet.
4. Orders and Pre-Orders
An order begins when you send the lines, counts, sizes and doorway you want. We return a counted crate plan, and an order is formed when you accept that plan. A pre-order reserves goods for a named season, and the reservation holds only while the agreed conditions are met. We may decline an order that we cannot serve well rather than accept it and fail it later.
Because festival goods are seasonal, a pre-order may be given a window rather than a single day, and the window is set with the workshop rows and the drying rack in mind. If a workshop row cannot hold a reserved line, we will tell you early and offer a replacement or a change to the plan. You may adjust a pre-order before the goods enter packing, subject to what the rows can still supply.
5. Pricing and Quotations
Prices are quoted for a stated line, count and season, and a quotation is valid for the period written on it. Prices may change when the cost of paper, cloth, thread or freight changes, and we will not apply a new price to an order already accepted without telling you first. Where a shared route lowers the freight, the benefit is reflected in the plan you receive.
Unless we agree otherwise in writing, a quotation is in the currency it states and does not include any duty, tax or local charge that may apply at the receiving end. We will identify which charges are yours so that there is no surprise when the crate arrives.
6. Payment Terms
Payment terms are agreed with each retail account and are confirmed in the counted crate plan. A pre-order may require a deposit to reserve goods from a workshop row, with the balance due before dispatch or on a schedule we both accept. We issue a clear note of what has been paid and what remains, and we do not ask for payment card details through this website.
If a payment is late we will contact you before taking any step, because a late payment is usually a matter of timing rather than intention. We may pause a dispatch while a balance for that dispatch is outstanding, and we may ask for payment before a new pre-order is reserved while an older balance remains open.
7. Delivery and Freight
We plan loads so that a small order can ride with a larger one, which keeps freight fair for shops that cannot fill a truck alone. Delivery dates are estimates built from the packing schedule and the route, and while we plan them carefully they are not guaranteed dates. We will tell you promptly if a route moves or a load is delayed.
Where you arrange your own carrier, delivery begins when the goods are handed to that carrier at our stall rooms. Where we arrange carriage, we choose a partner who handles goods with care and who can reach your address. In every case, packed lanterns travel flat and light, and the count that leaves our table is the count we send to you.
8. Title and Risk
Title to the goods passes to you when we have received payment in full for those goods. Risk in the goods passes when the goods are handed to you or to the carrier, depending on who arranged the carriage. Until title passes you hold the goods safely and do not sell them onward on terms that would harm our interest.
These rules do not affect your right to inspect the goods on arrival or to raise a claim for a fault that is ours. Where goods are damaged before the handover point, the loss is ours; where damage occurs after the handover point, the loss is yours and you may look to the carrier.
9. Inspection on Arrival
You have the right to inspect the goods when they arrive. Please check the count against the note that travels with the load and open a share of the lanterns, banners and streamers to confirm that the paper and cloth are whole. If something is wrong, tell us within seven days of arrival so that we can trace the batch and the run.
We inspect every batch before it is packed, so a fault on arrival should be rare. When one occurs we treat it as a signal about a workshop row or a packing step, and we act on it rather than simply replacing the item. A report from you helps us keep the next crate clean.
10. Returns and Claims
Where goods are faulty, short of the agreed count, or not the line that was confirmed, we will replace them or make the account whole. We may ask for the goods to be set aside or returned so that we can examine them.
Where goods are simply not wanted, a return may be possible before the season turns and before the goods are used or damaged, subject to a reasonable charge for packing and carriage. We will always explain the position before you commit to a return, and we will not apply a charge that we cannot justify.
11. Retailer Responsibilities
You agree to give us accurate contact, delivery and doorway details, and to tell us promptly if they change. You agree to receive the goods at the agreed address and week, and to make sure that someone can check the crate on arrival. Where a shop cannot be reached through no fault of ours, storage and a repeat carriage may be charged, and we will explain any such charge first.
You agree to store and display the goods in a way that suits paper and cloth, away from damp and open flame, and to use the goods lawfully in your market. You agree not to resell the goods under a false description or in a way that misrepresents where they came from.
12. Website Use and Content
You may use our website for a lawful purpose connected with the festival goods trade. You agree not to interfere with the site, not to attempt to gain unauthorised access, and not to copy its text or images for a competing use without our written permission. The website describes our services; it is not an automated checkout and it does not itself form an order.
We work to keep the site accurate and available, but we do not promise that it will always be free of interruption or error. Where a description on the site differs from a counted crate plan, the plan we confirm with you governs the order.
13. Intellectual Property
The text, layout, illustrations and design of this website belong to Shaanxi Chudan Weibo Trading Co., Ltd. or are used with permission. The company name and the trading name of the house may not be used in a way that suggests a partnership or endorsement that does not exist. The lantern, banner and streamer designs we sell remain the property of their makers or of the company as agreed.
You may share a link to our website and quote a short passage for a fair purpose, provided the passage is not altered and the source is named. Any wider use, including copying a page or reproducing our illustrations, requires our written consent.
14. Privacy and Data

15. Limitation of Liability
We do not exclude liability where the law does not allow it, including liability for death or personal injury caused by our negligence, or for fraud. Subject to that, our liability for a claim arising from an order is limited to the amount you paid for the goods that are the subject of the claim.
We are not liable for loss of profit, loss of a season, or an indirect loss that was not reasonably foreseeable when the order was accepted, except where the law provides otherwise. We are not responsible for a delay or a fault caused by a party outside our control, such as a workshop row, a road closure or severe weather, though we will work to reduce the effect and tell you what is happening.
16. Force Majeure
We are not in breach of these terms where a failure or delay is caused by an event beyond our reasonable control. Such events include natural disaster, severe weather, fire, flood, an epidemic, civil unrest, a strike, a transport failure, a shortage of paper or cloth, or an act of government.
When such an event occurs, we will tell you as soon as we can, do what we can to limit the effect on your order, and agree a new date if one is possible. We may pause or end a retail account where these terms are seriously broken, where a payment is long overdue after we have made contact, or where continuing would expose either side to harm or to unlawful conduct. You may close your account at any time by writing to our contact address. Where an account is closed, orders already confirmed are completed on their agreed terms, and any balance is settled as set out in these terms. Records are then handled as described in our Privacy Policy.
18. Governing Law and Disputes
These terms are governed by the laws of the place where the company is registered, namely the law of China. If a disagreement arises, we ask that you first write to our contact address so that the two sides can try to resolve it directly and in good faith. Many questions are simply a matter of timing or of a missing detail, and a short conversation usually settles them.
If a direct resolution is not possible, the disagreement may be brought before a court or tribunal of competent jurisdiction where the company is registered, unless a mandatory law in your own place of residence gives you the right to bring it elsewhere.
